Protocol and Ground Rules

Visitors, we welcome you to a meeting of Como Park Senior High School’s Site Council!  As stated in Section 9.01 of our Bylaws and in accordance with our Site Based Improvement Agreement, Site Council meetings are open to everyone.  Guests will agree to follow the Council’s ground rules.

Protocol

Visitors (or anyone), should you have an agenda item you would like considered at the meeting, please,

o     Inform one of the co-chairs prior to the meeting or upon your arrival to the meeting.

o     If prior notification is not possible, please indicate to the chair of the meeting that you would like an item/issue added to the agenda when introductions are made.

o     Process:  For each issue, the Co-Chairs and Principal will decide if it is a Council issue and/or if it needs referral to an individual (e.g. Principal) or another school committee or group.  If a Site Council issue, the new agenda item will be added to the meeting’s New Business.

o     Time permitting, the issue will be raised during New Business.  If the issue cannot be resolved or further research is needed to assess the issue, the item may be tabled until the next meeting.

o     The Council can also create a task force to address an issue not covered by existing committees.  The issue’s sponsor can be invited to discuss the issue with the Council.  All people who submit issues will receive a response and be told to whom their issue was referred (CPSHS Bylaws, Section 9.05).

Ground Rules

1.  All members and visitors are invited to participate in discussion.  Persons wanting to provide their perspective about an issue are asked to be recognized by the chair.

2.  As stated in Section 8.01 of the Bylaws:  At each meeting, the presence of at least sixty-percent (60%) of the Council’s members/alternates shall be necessary to constitute a quorum for the transaction of business.

3.  Decisions are generally made by consensus.  Only Site Council members can participate in decision making.  When consensus cannot be reached, a vote will be taken if.  The percentage vote necessary for an issue to pass will usually be two-thirds (2/3).
